In Parliament Today – Summary for 11 November 2025

The Third Sitting of the Third Meeting of the 2025-2026 Session of Parliament commenced on Tuesday, 11 November at 10:00 am.

The debate on the Appropriation (Financial Years 2026 and 2027) Bill, 2025 resumed, following the Budget Address delivered by the Minister for Finance and Economic Development, Honourable Rolston Anglin on Thursday, 6 November. Several Members of the Opposition commented on the Minister’s remarks, including the Leader of the Opposition and Member for George Town North, the Honourable Joey Hew, the Elected Member for George Town East, Roy McTaggart and the Elected Member for George Town West, Pearlina McGaw-Lumsden. They raised matters related to the cost-of-living, the upcoming debate on the changes to the immigration bill, traffic, housing, tourism, and the environment.

Minister for District Administration and Home Affairs, Honourable Nickolas DaCosta, spoke on the allocations of the budget relating to his ministerial responsibilities. “Even as we deliver outputs as per the framework, we measure success by outcomes: every dollar requested of this Honourable House is tied to a purpose, to a result that changes the lives of Caymanians for the better.”

Minister for Finance and Economic Development, Honourable Rolston Anglin, closed the debate by providing rebuttal to the points raised by the Members of the Opposition. “We are moving in the right direction. I can confidently say that this budget has been built on prudence, yes, but it has been built on a view that the needs of our people must be met, and we must have impact.”

The Bill was approved for a Second Reading. The House will now adjourn until after Finance Committee has concluded. Finance Committee will reconvene on Thursday, 13 November at 10:00 am.
