Office of the Premier

What We Do

The Premier of the Cayman Islands is the political leader and head of Government and is appointed by the Governor in accordance with the Cayman Islands Constitution. The duties of the staff of the Office of The Premier are to support the Premier in carrying out the functions conferred on him or her by or under the Constitution. The Office of The Premier falls under the purview of the Cabinet Office.

Honourable André Ebanks was sworn-in as Premier of the Cayman Islands in May 2025 following his election as a second term Member of Parliament for West Bay South in the April 2025 general election. Passionate about strengthening the Caymanian community, Premier Ebanks, who is the leader of The Caymanian Community Party (TCCP), entered politics to create meaningful change and advance the needs of Caymanians.

In April 2021 after being elected as a first time Member of Parliament, he joined the Cabinet and served as Deputy Premier, Minister for Financial Services and Commerce as well as Minister for Investment, Innovation and Social Development where he was responsible for strengthening Cayman’s most important economic pillar while improving the welfare of the most vulnerable.

Prior to becoming a Member of Parliament, Premier Ebanks had a distinguished career both in government and the private sector. He was the Cayman Islands Representative to the United Kingdom and Europe from 2019 to 2021, representing the Islands’ political, policy and regulatory interests and liaising with other Overseas Territories and the UK Foreign Office. He was also deputy chief officer in the Ministry of Community Affairs, with primary responsibility for the Department of Children and Family Services, Needs Assessment Unit and the Gender Affairs Unit from 2018 to 2019, and a senior policy advisor in the Ministry of Financial Services from 2014 to 2018.

Premier Ebanks is also an Attorney-at-Law who has practised for more than a decade at two of the largest law firms in the Cayman Islands. He was called to the Bar of England and Wales, 2005 and to the Cayman Islands Bar in 2006.

The Premier holds a Bachelor of Laws from the University of Liverpool, a degree in sociology, Morgan State University and a Masters in Legal Practice from Manchester Metropolitan University. Among his professional and civic activities is his membership to the Honourable Society of the Middle Temple, England.

As a leader, Premier Ebanks values integrity, transparency and good governance.

Organisation & Functions

In addition to his constituency work, the duties of the Premier include:

Cabinet:

The Premier can request Cabinet meetings; set the agenda of Cabinet meetings, along with the Governor; and chair those meetings in the Governor’s absence. The Premier also advises the Governor as to who should be appointed as the Deputy Premier and the Ministers of Cabinet.

Ministerial:

In addition to his duties as Premier, the Hon. André Ebanks is also the Minister responsible for the Ministry of Financial Services & Commerce.

House of Parliament:

The Premier sits in the House of Parliament as the political leader of the Government and manages and advances, together with the Deputy Premier, Ministers, and the backbench support, the business of the Government.
The Premier also consults with or advises the Governor on appointments to various Constitutional commissions, committees and councils
